A UK-registered business of any size must lead a collaboration that includes at least one UK-registered SME claiming grant funding. Academic institutions cannot lead. The project must include at least one named downstream end user and funded work must be carried out mainly in the UK with UK exploitation of results.

A UK-registered SME must lead and collaborate with a legally separate, non-linked German SME applying to ZIM. UK businesses of any size, academic institutions and research and technology organisations may collaborate. German partners receive German ZIM funding through a separate application, not Innovate UK funding. Selection is required by both funding bodies.
Single UK-registered SME undertaking experimental development in engineering biology. One application per business. The proposal needs a route to market and growth, and aligned investment through a designated lead investor. Fundamental research, clinical trials, preclinical therapeutic evaluation and large capital infrastructure are excluded.
